State of Texas, et al,' regarding Texas' Senate Bill 4, 9:30 a.m. The state has requested an emergency order to allow the bill to take effect, after District Court Judge Orlando Garcia temporarily blocked implementation of key provisions of the bill, which would allow police officers ask people during routine stops whether they are in the U.S. legally.
