Fleming Appoints Kincaid First Assistant State Treasurer

Rachel KincaidBATON ROUGE – Louisiana Treasurer John Fleming has named Rachel Kincaid first assistant state treasurer. With more than 27 years of state service, she served as the department’s deputy treasurer for the last five years. Her responsibilities included oversight of the Main Street Grant Recovery Program during the pandemic.

“I have utmost confidence in Rachel, and I know that she will do a great job for the citizens of our state as our new first assistant,” said Fleming.

Kincaid previously served as the vice president of external affairs at the University of Louisiana System and chief of staff at the University of New Orleans. She holds an MBA from the University of New Orleans and a bachelor’s degree in communications from the University of Memphis. She is a graduate of Loyola University’s Institute of Politics, Leadership Louisiana, and the New Orleans Regional Leadership Institute.
