NEW ORLEANS – Representatives of Brown Taylor Development, Westside Development and the Algiers Development District celebrated the start of construction of a new independent senior living development for senior and veteran residents at New Orleans Riverside at Federal City.

Our partnership with Westside Development and the Algiers Development District, and with the support of the Louisiana Housing Corporation, is a testament to our shared vision of creating sustainable and inclusive housing solutions.”
The new expansion will consist of 70 affordable housing units at the intersection of Guadalcanal Street and Hebert Drive across from the Algiers Auditorium within the 110-acre footprint of the public-private mixed-use development located on the former Naval Support Activity New Orleans.
“Today’s groundbreaking further solidifies our vision to transform New Orleans Riverside at Federal City into a more vibrant and accessible part of the Algiers community,” said Algiers Development District Board Chair Mark Major. “This first phase of new construction as well as the historic renovation and revitalization of the existing building in phase two promise to make this another flagship development for Algiers and the City of New Orleans. I’m grateful to everyone involved in turning this concept into reality.”
The second phase of construction is expected to begin in 2024. Phase one construction is currently estimated to take 18 months to complete.
The new construction will be built to Fortified Gold Standard, which includes design elements to strengthen homes and commercial buildings against severe weather such as high winds, hail, hurricanes and tornadoes. The 70 units have a projected total construction cost of approximately $19.3 million. Rental rates are currently projected at $675 to $1,100 for a one-bedroom unit and $800 to $1,330 for a two-bedroom unit.
The project’s development team is led by Brown-Taylor Development. The building was designed by Trapolin-Peer Architects. Brown Builders will serve as the general contractor.
In 2024, Brown-Taylor also plans to construct 86 market-rate units between Sanctuary and Coral Sea Streets.
New Orleans Riverside at Federal City is a mixed-use development owned and managed by ADD, a political subdivision of the State of Louisiana empowered to undertake the redevelopment of this district. Brown-Taylor Development was selected in May 2019 by the ADD board to be the residential developer. Federal City is approximately 200 acres with 110 acres of land allotted for development.
Federal City has approximately 200 military homes within its footprint. It is also home to the Marine Forces Reserve for the United States, the Coast Guard Sector New Orleans, the Delgado Advanced Technology Center, the New Orleans Military and Maritime Academy and numerous small businesses.
